QUEZON CITY–C&E Publishing, Inc. launched on August 26 Everything You Wanted to Know About the Philippine Electric Power Industry, a new book by Fernando Martin Y. Roxas and Pablo B. Anido that chronicles the country’s power sector journey, at Seda Vertis North.

The launch featured opening remarks from John Emyl G. Eugenio, Chief Operations Officer of C&E Adaptive Learning Solutions, followed by messages from Roxas and Anido. Former National Power Corporation (NAPOCOR) president Guido Alfredo Delgado also delivered a special address underscoring the book’s timeliness and its role in providing clarity and reliable insights into the power industry. The ceremony concluded with closing remarks from the authors and a book signing session.

A milestone for the power sector

“Today, energy is no longer just an issue of infrastructure. It is a question of sustainability, equity, and national resilience,” said Eugenio. “That is why works like this go beyond being publications. They become bridges, connecting government and the public and merging technical knowledge and everyday understanding.”

In the book, Roxas and Anido, both seasoned experts deeply involved in the country’s energy reforms, offer an accessible yet comprehensive account of the electric power sector, from the 1990s power crisis to the continuing evolution of reforms 24 years after the passage of the Electric Power Industry Reform Act (EPIRA).

Authors’ vision

“This book provides the big picture of what’s happening in the industry—shaped by history. That’s why it starts with history, so people will understand why things are the way they are today,” said Roxas in an interview.

When asked what he hopes the Philippine power industry will look like in 10 years, Anido said he envisions a future where “even an ordinary household can choose where to get their electricity.”

Roxas, currently President and CEO of NAPOCOR and long-time professor at the Asian Institute of Management, played a pivotal role in EPIRA’s passage and has published extensively on sustainable energy and tourism. Anido, consultant at the Office of the President and CEO of NAPOCOR, previously served as project manager of key privatization programs at the Power Sector Assets and Liabilities Management Corporation (PSALM) and has advised on electricity trading and policy matters.

A timely guide in a complex industry

Delgado, in his address, stressed the book’s relevance amid a noisy information environment: “This book is timely and necessary. It should bring clarity when there is confusion. It provides facts where there is speculation. And it should explain the complex world of power … in language that is both authoritative and plain.”

In his endorsement, Raphael Perpetuo “Popo” Mercado Lotilla, former Secretary of Energy and now Secretary of the Department of Environment and Natural Resources, highlighted the book’s role in advancing the vision of a modern energy infrastructure that is affordable, reliable, resilient, and increasingly powered by clean and renewable technologies.
